Launched in Paris in 2025, the Guiding Principles on Sexual Violence amounting to International Crimes, namely, committed in the nexus of an armed conflict or committed within a widespread or systematic attack against a civilian population (herein referred to as ‘CRSV’ even though not limited to the existence of an armed conflict).
The Guiding Principles identify State Obligations (Pillar I), Non-State Actor Obligations: corporate entities and Non-State Armed Groups (NSAGs) (Pillar II), and Victim Rights (Part III); and are divided based on the three stages of Disaster Management and First Response in Complex Emergencies: (1) PREPAREDNESS; (2) RESPONSE and (3) AFTERMATH.
The guiding principles also identify 5 themes of focus for a multi-stakeholder dialogue in 2026-2027, namely:
(1) Sexual Violence in Terrorist Attacks and Ideologically Motivated Violence
(2) Training First Responders
(3) Digital Accountability and Rights for CRSV
(4) Children Born of CRSV and Intergenerational Impacts
(5) Intergenerational Post-Trauma
